The setup (the start) is very simple: If the GPlus user starts a normal +Hangout session, he automatically gets the option to public broadcast and / or record the sessions.
Once a user is "on air", there may be nine other users to engage the Hangouts session (as usual), and any other Google+ community user can watch the live communication (broadcast).
Google+ Hangouts is starting with a limited number of broadcasters, but any member of the Google+ community can tune in.
